If LaTeX and BibTeX typesetting specifications are available for The Physics Teacher, then adding them for use with SW should be possible.  However, after finding the author information (http://www.aapt.org/publications/tptauthors.cfm), it doesn't appear that the typesetting specifications already exist.  Instead, you can start with a standard LaTeX article or a REVTeX article and make the modifications described by the author information.
